Washington UPI The postal service board of governors approved keeping the private mail rate at 13 cents and moving first class business letters to 16 cents next year. The plan awaits rate commission review with public hearings over 10 months. Senator Bailor outlined a citizen mail rate to separate private from business mail while offsetting a $2.4 billion expected operating deficit.
The Linn district court retrial over the 1968 Christmas Eve death of 10 year old Pamela Powers at the Des Moines YMCA continues as defense and prosecution clash over sperm presence. Dr. Leo Luka testified that freezing temps could erase sperm evidence, while Dr. Earl Rose countered that cold storage preserves sperm. The case hinges on whether the victim was sexually assaulted by a sterile man and Williams’s alleged role.
President Carter abandons a proposed U S Japanese oil swap to move Alaskan oil offshore rather than to American consumers due to political and practical concerns. James Schlesinger says no exchanges will occur and oil from Alaska will go to U S markets as the administration weighs alternatives to curb imports and boost energy self sufficiency.
About 11 000 leftists and 4 000 police clashed outside Grunwick Processing Laboratories Ltd in London over union recognition. Police reported 18 officers and 11 pickets injured and 70 arrested as militants and unionists from across the country joined MPs, leaders, and fired workers in a major show of strength amid a ten month dispute.
