Cedar Rapids man ordered berm around shop, house stay in floodway

The Iowa Natural Resources Council 7-2 ordered Wayne Breeden to build a six foot berm around a 40 by 80 foot shop on Troy Road in Robins after finding the area lies in the Dry Creek floodway. The council allowed the house to remain but required changes to electrical and structural systems to withstand a 100 year flood. A separate action moved the floodway boundary to exclude the house, though approvals for future changes still apply. A Cedar Rapids attorney argued against removing the building, while the council debated revoking earlier house approval but ultimately did not.
