Eight state governors joined President Carter for a private policy review at Camp David amid a broader domestic energy and economic study. The delegation included leaders from New York New Jersey Connecticut Georgia North Carolina Kentucky Washington and Indiana. Carter canceled a public appearance and oriented the talks toward energy inflation and public credibility with OPEC as a focal point.
