Dubuque Officer Quits Over Heat Punishment
Dubuque Patrolman Paul O'Brien resigned effective July 12 after his uncle, Police Chief Robert O'Brien, ordered him to stand in near 100 degree heat for four days for failing to carry a ticket book. The chief did three hours himself to demonstrate the punishment. Brady cited the reason as failing to have the book and inability to write a ticket. The officer, 24, had been suspended twice previously and declined comment.
