A congressional study committee says the administration underestimated Vietnam costs last year, contributing to a money shortage and high interest rates. The report warns the same cycle could recur with total war spending in the current year likely to exceed initial estimates by billions. It notes official figures for fiscal 1966 and 1967 were surpassed and cites possible defense budget understatements amid wartime uncertainty.

Budget Outlook Shortfall Follows Tight Money Policy
A 1966 report says the economy would have faced higher taxes or spending cuts if the spring outlook had been clearer. Instead, it cites excessive reliance on restrictive monetary policy, with tight money and high interest rates slowing housing, increasing budgeting burdens, and delaying Vietnam war costs. The 1966 budget rose from 10.5 to about 20.4 billion as bills accumulate, with a July 20 preliminary tally planned. The initial year was assumed to end the Vietnam conflict by mid 1967.
