Louis Mitchell 18 of Mitchellville is charged with three counts of second degree kidnapping after taking a 17 year old girl from a state juvenile home in Toledo. He also faces auto theft for stealing a camper from a Webster City home. Mitchell was returned Saturday to Tama County authorities.
