Paris reports France proposes complete sovereignty for Cambodia Laos and Vietnam while retaining defense and foreign affairs for now. Aimed at countering communism and anti colonial nationalism, Paris hopes for expanded US aid as the three kingdoms negotiate economic and political settlements within the French Union.
In Chicago Randoph Hephens faces bigamy charges after two wives, Dolores Siebert Stephens and Lorraine Westpfahl, accuse him of planning a third marriage to a nurse in San Antonio. Dolores posted bond. Lorraine says she still loves him. State records show no divorce from a 1946 marriage.
Mrs J Archer Eggen of Cedar Rapids will donate blood for the Red Cross Bloodmobile to be in Cedar Rapids next week. The drive runs Wednesday Thursday and Friday with appointments suggested to avoid waiting. A defense department telegram notes a desperate need for whole blood for Korea, urging public participation.
Clerks report Santo described betting as a personal matter during a July Fourth bus strike in Buffalo and Kansas City. A judge dismissed the gambling charge as Salerno defended his method of betting on games while claiming prudence.

Montreal police say Mrs. Claude Goyette screamed and sobbed in court after her husband was given seven days in jail for drunk driving. Officers had to escort her from the room as she misheard the judge saying seven years.
An 82 year old man, John James Eastman, was arrested in Norfolk after wandering and talking incoherently. He fought officers and was jailed where a home made money belt contained 20920 dollars in mostly fifty four dollar bills. The charge was dropped and he was held for lunacy evaluation. Eastman claimed lumber and contracting work and a Youngstown home, wife and six children.
Miami Beach report notes Attorney General Brownell endorses NEA resolutions opposing censorship and urging educators to testify before committees investigating communism. Cooler weekend forecast for New Iowa with scattered storms, then a return to highs in the 80s and sunny skies.
Lt. Charles F. Hanford of Lake Grove Oregon, recommended for the Congressional Medal of Honor, crawled into enemy trenches near the Punchbowl to reach tenacious Chinese forces and saved five comrades after his patrol was trapped. He killed at least 10 Communists in a moment of fury and desparation during a heavy night assault.
U S forces mark the Fourth of July in Korea with heavy artillery mortars and tank fire across the front. Air force tally reports no Sabrejet losses this week while Reds lose 23 MIG jets destroyed one probably destroyed and two damaged.
Allied air losses include six planes downed by ground fire including two B 26s and a Skyraider. Soviet backed Hungary sees Matyas Rakosi ousted and Imre Nagy elected premier, vowing reforms in industry religion and police policy. Nagy pledges changes to living standards and freedom of worship.
Irving Reis, 47, a pioneer radio director and producer who helped Orson Welles start in radio, died Friday after a lengthy illness. He founded the Columbia Workshop and moved to movies in 1937. His film credits include The Bachelor and the Bobby Soxer All My Sons and Enchantment.
Honolulu AP reports Longshore Leader Jack W Hall and six co defendants were sentenced by Federal Judge Jon Wiig. Hall and five others received maximum five year terms and 5000 dollar fines. Seventh defendant Eileen Fujirote got three years and a 2000 dollar fine. They were convicted June 15 after a seven month trial of conspiracy to teach and advocate violent overthrow of the U S government.
Yuma Arizona reports water service nearly restored after two days of sub normal supply when a construction crew severed the main. Repairs continued to fully restore pressure and supply.
Washington The administration trims its fleet to save costs replacing six Lincoln limousines and a Lincoln convertible with 14 Mercurys. The President keeps a Cadillac and Mrs Eisenhower a Chrysler. two Lincoln limousines remain for dignitaries and a Packard used by Margaret Truman. The fleet totals about 25 vehicles including delivery trucks.
