City weighs three sites for a new downtown library after the 2008 flood. The board will recommend a site to the City Council, who will decide based on flood risk, space, traffic, and access to the Cedar Rapids Museum of Art and Greene Square Park.
The library board weighed the True North site across Greene Square Park from the old Carnegie Library now Cedar Rapids Museum of Art. Doug Elliott opposed the site citing many what ifs while Doug Neumann of the Downtown District echoed mixed feelings about parking and other concerns.
Gazette Communications reports the proposed library site hinges on a parking ramp. Architects warn a new garage could cost about 5 million dollars, while structural analysis calls for demolishing the ramp, adding an estimated 2 to 5 million dollars in expenses.
Downtown Cedar Rapids site faces parking questions as floodwater from June 2008 raised concerns about flood plain status and federal funding. Uncertainty remains on flood insurance and the total federal dollars the museum might receive for recovery.
The Emerald Knights site on First Avenue East near I 380 is proposed as a low cost library location. City estimates put purchase around 3.5 million with relocation costs minimized as most land is owned by St Martin Land Co. Bob's Wholesale Cars holds 15 percent of the block.
