Iowa Governor Robert Ray proposed a two year state budget totaling 1.708 billion for 1982 and 1.802 billion for 1983, with a hold the line approach. He urged 99.1 million in tax and fee increases next year and 120.6 million the following year, mainly from gas and diesel taxes earmarked for highways.
