Congress completes the year’s spending package totaling 373 billion dollars covering over half the federal bureaucracy. The bill finances the budget year starting October 1 with major allocations to the Education Department and NASA.
The Senate approved a 1182 page measure by 65 to 28 after House passage in December. It funds most federal agencies and backs Bush policies on overtime pay and media ownership while expanding veterans health care and AIDS relief. The bill also introduces first federal school vouchers and cuts meat labeling deadlines to 2006.
Ann Miller an actress and dancer famous for MGM musical roles died of lung cancer at Cedars Sinai Medical Center in Los Angeles. She was 81 and later starred on Broadway and in Sugar Babies touring with Mickey Rooney. Born Johnnie Lucille Collier in Chireno Texas she grew up in Houston dancing to help support her mother and herself.
Interior Secretary Gale Norton signed a plan to manage 8.8 million acres on Alaska s North Slope and open most to oil and gas development. The plan defers 1.57 million acres for a decade and cites potential impacts on migratory birds whales and Arctic wildlife habitat.
