Stimson Says Mail Delays From Ballot Bill Hurt Troops
Secretary of War Henry L. Stimson argues the soldier vote bill would disrupt mail service and lower morale for troops overseas. He warned a priority delivery clause could impede war communications and that ballots add bulk that displaces mail in limited air space. The issue faces House consideration and Senate action on federal ballot supervision.
