Iowa faces higher Medicaid expenses as the state expands health care services for low income residents. Rising costs strain budgets while aiming to improve access and coverage for vulnerable groups.
Iowa plans to end a funding method that boosted federal Medicaid dollars. The state expects a 66 million dollar cut in the budget year starting July 1 and faces enrollment growth of about 6 percent this year and 4.5 percent next year. Gov. Vilsack suggests raising cigarette taxes to offset costs and shifting more patients to federally funded programs.
The EPA invites hog, chicken, and egg operations to join a program paying 2,500 dollars into a special fund in exchange for EPA approved air monitoring. Two years of monitoring at 28 to 30 farms nationwide would be funded at up to 500,000 dollars per farm to gather data for upcoming air quality standards.
A UNI study shows many immigrant and refugee business owners in northeast Iowa are new to entrepreneurship and unaware of minority business programs. Mark Grey of the Iowa Center for Immigrant Leadership and Integration says agencies are not well equipped to assist these newcomers as they start or expand ventures. Safety officials report a surge in motorcycle fatalities among riders 40 and over. In 2003 the 40-plus group reached 1,674 deaths as younger riders under 30 totaled 1,161, with overall increases tied to increased bike ownership and midlife crisis motivations.
