Praise Scorn Heaped On Carter for Pardon
The pardon for Vietnam era draft resisters drew mixed reactions. An American exile in Sweden called it inconsistent while a France-based deserter welcomed it as a limited step. Critics say it endangers future mobilization and could affect about 10,000 people including 8,700 convicts and 1,800 fugitives. The Justice Department plans notices and reviews, with Page 3 to follow.
