Iowa Professor Charts Civil Rights Finishing Touches
University of Iowa law professor Arthur E. Bonfield proposed 11 refinements to Iowa civil rights laws of 1965 and 1967. He urges repealing the $500 filing bond, empowering the civil rights commission to subpoena, seek injunctions, admit commission evidence, revoke licenses for discrimination, hold hearings without conciliation, curb block busting, prohibit sex discrimination in employment, admit women to boost support, bar discrimination in unions on blood ties, and replace the commission with a full time director. Bonfield argues these changes would boost enforcement and broaden public backing while focusing on law enforcement over education.
