Jeffrey Allen Zinzer 23 of Ferguson was arrested Friday and charged with first degree murder in the death of 18 year old Penney Belcher Forrest of Grinnell. The body was found Nov 30 in Indian Village Township Tama County. Autopsy showed strangulation. Zinzer faces arraignment Jan 23 in Tama County District Court. He’s held on a 150000 cash bond in Marshall County Jail.
President Carter says the nation faces serious problems including a strong Soviet war machine, inflation, and unemployment. He notes Soviet forces could move into Poland on short notice and that U.S. defense spending has declined in real terms since 1968. He links this to Iran hostages and outlines defense and SALT II concerns for the 1980s.
