Peace Issue Is Up to Hanoi Says Saigon Official
Saigon foreign minister Tran Van Do said it is up to Hanoi to decide on halting bombing or starting peace talks. Returning from a three week African tour he said Vietnam would consider ceasing bombing if Hanoi signals de escalation and reduced infiltration to the South. He met no North Vietnamese or Lib Front representatives during his travels and left doors open for talks.

Forwarding Address Rate Cut Reported by Post Office
The U S post office department lowers the forwarding address fee from 15 to 10 cents after a cost study. The 15 cent rate was tentatively set January 7 under a 1949 act creating a forwarding address locator service for all mail classes at the same price. Officials said another adjustment may follow.
