An emergency coordinating committee for civil rights has been formed by eight city organizations. Edward E. Sears chairs with John M. Ely Jr. as vice chair. others include leaders from NAACP, Archdiocesan Council of Catholic Men, and interfaith groups. The panel backs the Mayor's Commission on Human Rights and will meet weekly to push the civil rights bill through Congress. Rep. James E.
