Bergland proposes farmer controlled grain reserve plan
Agriculture Secretary-designate Rep. Bob Bergland says he will propose by March 1 a farmer controlled grain reserve allowing surplus grain to be held under extended price support loans for up to 10 years. The plan aims to smooth supply and price swings with storage subsidies and possible reduced interest rates, without forcing producers to release stored grain.
