Washington AP reports Donald Richberg, NRA general counsel, attacked Henry Hunt of the Interior Department during a public hearing on the power code. Richberg argued the President’s industrial powers authorize codes for utilities and other monopolies, while NRA approved four codes and moved hearings forward.
