The government ends its method of counting jobs saved or created under the 787 billion stimulus. Credits now depend on jobs funded by stimulus dollars, including payroll and raises, inflating totals and obscuring the original goal.
Gov. Chet Culver called for boosting state money into K-12 schools and job creation during his Condition of the State address. He proposed a 2 percent school funding increase costing about 70 million and using at least 100 million of surplus reserves to restore funds this year, aiming to aid rural districts.
Governor Culver calls for using cash reserves to fund a 2 percent K-12 increase and restore 100 million in cuts, require districts to save funds and curb expenses, and redirect 50 million yearly from Road Use Tax to state patrol. He backs 100 million for jobs, preschool expansion, green jobs via the Iowa Power Fund, and targeted workforce development while pursuing efficiency savings and tax-credit reforms.

The Cedar Rapids City Council plans to seek a state RECAT grant in March to cover up to 20 percent of project costs for either a 4 million riverfront amphitheater or a 2.8 million May's Island ice rink and fountain, or both. Design would begin in July with completion about two years later. The city will apply with county government assistance.
