India’s army chief Gen Sunderajan Padmanabhan pledges robust retaliation if Pakistan launches a nuclear strike while stressing India would not use nukes first. The remarks come amid heightened tensions after last month’s standoff.
President Bush used recess appointment power to install Otto Reich as chief U S diplomat in Latin America and Eugene Scalia as top Labor Department lawyer. Reich is Cuban American and Scalia is son of Justice Antonin Scalia. Both will serve until Congress reconvenes. Opposition critics called the move partisan and regrettable.
