The region endures a major snowstorm with six inches of fresh snow in Cambridge as light traffic allows two men on cross country skis to travel and a cyclist braves the conditions. At least five deaths are blamed on the storm and hundreds of schools are closed.
Tom Wilson, 21, suffered head cuts requiring 48 stitches, a broken nose and wrist in a downtown Cedar Rapids confrontation not a traffic crash. The fight began after two men in a parked car shouted at him and his passenger, with a 16 year old Marion youth previously injured in a similar incident.

It proposes a Literacy Corps with Peace Corps and 10 000 government sponsored scholarships for Central American students in the United States.
A U.S. Army OH-58 helicopter carrying two engineers was shot down after an unarmed landing less than 100 yards from the Nicaraguan border. The pilot died. the engineers survived, while cross border tensions and gunfire continued around Las Trojes and Palmerola air base.
Iowa's unemployment benefit trust fund is recovering fast, potentially reducing the $132.8 million federal debt to be paid off by 1985 at best or 1988 at worst. Officials credit fewer benefit claims and more returning to work, with weekly payments around $4 million this year, about half of last year's. The fund peaked at $176 million debt in May 1982 and stood at $126.6 million by year’s end 1983.
Governor Branstad's 1984 budget would lift state taxes by an average of $12 per Iowan annually through fuel, license, beer and liquor taxes and other sources. Combined with federal tax changes and last spring's penny sales tax, average 1985 levies could climb about $65 per person from 1983 levels.
