Vilsack outlines rainy day fund conflicts with education needs
Iowa Governor Vilsack says using the rainy day fund as a budget hedge may threaten education funding when West Liberty may lay off teachers. He would not amend the 1 percent emergency set aside but may offer it as a voter choice. House Speaker Siegrist doubts GOP support but says the idea belongs in the budget. He maintains Vision Iowa funding should not foreclose university improvements. Vilsack vows education will not lose more money than any other area in next year's budget.
