Cedar Rapids Library Struggles Prompt Public Concern

The League of Women Voters cites per capita library spending in Iowa’s five largest cities to highlight Cedar Rapids faltering support. Cedar Rapids spends 4.35 local dollars per capita, lags behind peers, and relies on federal revenue sharing. The city council shows middling urgency despite recent $105,000 federal-revenue sharing aid. President-elect Carter vows to re-evaluate federal library aid.

Baker’s Senate leadership reshapes Republican image

Washington-That was a curious thing that happened in the senate Tuesday. By electing Howard Baker of Tennessee as their new leader, Republican senators behaved unlike either Republicans or senators. They followed the politically mature course. The way politics is played in congress, by both parties, the usual thing is to ignore broad national considerations in favor of the narrowest institutional factors. The sanctity of the system, on the Hill takes precedence over anything as crass as the health of the national party. Thus, the Democrats chose Robert Byrd to be majority leader rather than Hubert Humphrey because he had "earned" the place by his services there, and that was more important than whether he reflected national Democratic thinking.
