Prosser proposes budget cuts ending city programs

Cedar Rapids City Manager Jim Prosser recommends scrapping the police helicopter program and fall loose-leaf pickup, plus reducing city staff. He notes costs rise as property tax revenue stays flat, with $80.38 million for current and $80.32 million for next year for property-tax supported departments. The plan avoids tax increases but may require raising the levy to fund capital projects and pension costs. Kris Gulick calls the recommendations preliminary and supportive.
