Cedar Rapids housing starts rebound but remain well below peak

New Cedar Rapids housing starts more than doubled in 1983 from 1982 yet still low versus earlier years. Only 56 single family permits were issued in 1983 valued at 1.865 million, far below 1978's 480 permits and 1982's 21 permits valued at 631,967. Keith Ollinger cites rates and job security as major barriers, with VA and FHA rates around 13-14 percent and little optimism for a sharp upswing.
