Soil Conservation Service faces possible abolition in budget plan
The Agriculture Department's Soil Conservation Service may be abolished under a deficit-cutting plan. Secretary John Block is appealing to President Reagan to override the proposal, which would slash the SCS budget from about 821 million to around 350 million for fiscal 1986 and shut many regional offices.

A Department of Agriculture analysis cites a continuing decline in U.S. farm exports to the Common Market EC since 1980. In the year ending Sept 30 sales fell to 6.71 billion, down from prior years, with the strong dollar, slow Western European recovery, and high unemployment curbing demand for livestock and feed ingredients.
