Waterbury denied new trial in first degree murder case
Cedar Rapids man Edward Waterbury remains imprisoned for the 1979 Cedar Rapids killing of Robert Joslyn, a sister’s husband. The Iowa Supreme Court denied his appeal for a new trial but granted a new trial for his sister Shirley Joslyn, who was later convicted of second degree murder. Waterbury sought post conviction relief arguing the definition of first degree murder was flawed. Judge August Hansell ruled the definition was correct.

Administration proposes new tax to boost toxic waste cleanup
The Reagan administration asked Congress to tax hazardous waste from landfills and similar facilities to fund a three-fifths share of cleanups, raise states’ participation, and limit Superfund spending to abandoned dumps. The plan sets a fourfold higher tax for landfills, extends a five year program, and removes some previously proposed uses. Environmental groups criticize the move as narrowing Superfund’s mission.
