DES MOINES AP The Iowa Senate approved a code study bill giving cities broad home rule powers. The measure passed 48 to 0 and would unify city authority to regulate businesses, license, inspect, and impose penalties within municipal limits. It retains gravel pit powers and dropped a liability exemption for snow and ice injuries. The bill moves to the House.

Veterinarian A R Menary retires after 28 years as city dairy inspector in Cedar Rapids. Effective April 15, the city council will appoint a successor after Civil Service certifies eligibles. Menary, who turns 65 April 3, started July 20, 1922, and the post pays $3,714.36 yearly. He also tests monthly gas heating in Cedar Rapids. Cable Break Halts Phone Service In Cedar Rapids
About 250 to 300 Cedar Rapids residents lost telephone service Friday when an underground cable on the west side was severed. Northwestern Bell official W. F. Mollenhoff said restoration was expected by late afternoon. The 200 pair cable was cut around 9 am by a construction crew excavating between the curb and sidewalk at 1025 Third Avenue. Service affected covered areas south of Fifth Avenue to the railroad tracks between Ninth and Eleventh streets Southwest.

Paul Weise a 24 year old of 500 Fifth Avenue SE pleaded guilty Friday to assault and battery of James E. Smith 40 at the Plaza hotel. Judge William Matias gave him an option of a $100 fine or 30 days in jail. Smith a truck driver for Denver-Chicago Trucking Co Cedar Rapids division was hospitalized after the incident.
