Hiawatha accuses Cedar Rapids of bad faith in annexation battle

Hiawatha and Cedar Rapids clashed at Kirkwood Community College as Hiawatha urged the state City Development Board to deny voluntary annexations west of Hiawatha and to block a 900 acre expansion around Cedar Rapids. Cedar Rapids argued the landowners initiated discussions and praised support from residents. The board faces a potential March 13 vote with a four fifths majority required.
