A 6 day old boy, Shane Lass, was taken from an unlocked car outside the Norwalk post office while his mother bought stamps. Police, FBI, and state and local agencies pursued leads as a $10,000 reward was offered. The infant wore a pink and blue sleeper and was wrapped in two blankets.

Iowa utilities under a state mandate set aside 2 percent of gross revenues to promote energy efficiency. Iowa Electric Light and Power Co. in Cedar Rapids offers a $210 rebate for an 84 percent furnace and $150 for an 11.0 efficiency air conditioner, both about $1,800. Utilities expect net savings up to a half billion dollars over 10 years, with future rate increases to recover program costs.
Federal Reserve Chairman Alan Greenspan told Congress the economy remains troubled but shows signs of modest recovery and the lowest inflation in a generation. He cited housing and retail strength and said January consumer prices rose 0.1 percent while the Fed monitors data and stands ready to cut rates if needed. Private economists say Greenspan signals the Fed may have done enough to spur growth.

President Bush declared the 1992 campaign a new ball game as he prepared to confront rival Patrick Buchanan after a New Hampshire scare. Early returns had Bush at 58 to 40 percent, but revised results showed 53 to 37 percent with many write ins lowering Bush's total. Bush hinted at sharpening his line against Buchanan while stressing his landslide win.
