Linn sheriff seeks city help to fund dispatch costs

Judge to rule on Alan Lucas failure to appear case
Cedar Rapids man Alan Lucas 43 convicted in 2018 for ongoing criminal conduct and first degree theft faces a judge's ruling on his failure to appear. He fled to Wisconsin before trial and was arrested there while trying to obtain court documents. If condemned he could face up to five years in prison. Lucas managed funds from Covenant Investment Fund transferring nearly 190000 to himself and using investors money for personal expenses. The Iowa Supreme Court earlier upheld civil judgments against Lucas and eight controlled businesses.
