Complex Linn tax plan ties to flood recovery and 10 percent levy

Vernon and Kris Gulick outline a local-option tax aimed at funding flood rehabilitation in Cedar Rapids and matching federal flood dollars. They propose using 10 percent of tax income to reduce property taxes and channel funds to a capital improvements fund, reducing bond needs. Estimated statewide and city figures show significant revenue potential if all Linn County jurisdictions adopt the tax, with five year plus three month collection beginning April 1.
