President Roosevelt is described as well satisfied with the aid-to-Britain bill approved by the Senate Foreign Relations Committee and eager for early enactment in its current form. The committee added a requirement for presidential approval before foreign contracts and redirected funds paid by other nations into the treasury after June 30, 1946.
John G Winant is named the United States ambassador to Great Britain. Descriptions compare him to Franklin D Roosevelt and Abraham Lincoln, but note his patrician background and shift toward labor and social justice. He studied at St. Pauls New Hampshire Princeton and served in WWI. He was NH governor and social security board member who resigned to defend the act.

W A Patterson of United Air Lines will address on The Future of Aviation in Cedar Rapids and the United States in relation to national defense and commerce. Tom Collins of the Kansas City Journal will speak on Humor s Place in the National Defense. Roy E Choate will be honored as retiring president.
Washington AP reports the Civil Aeronautics Administration estimates there will be 100000 certified pilots of all grades by June 30. From 23236 at launch in February 1939, the figure rose to 41000 on July 1 1940 and an estimated 75000 at the present time.
Benny Davis, 17, of 327 Eleventh Avenue SE, shut off the exhaust motor and halted a basement fire at the Kresge building around 3 30 p m Saturday. Store manager S G Kemper said the blaze was confined to the exhaust duct and extinguished before firefighters arrived. Flames damaged cloth seals but caused no other harm. A general alarm was sounded.

Cedar Rapids officials mandate bicycle licensing with March 1 as the final registration day. Police Captain Gordon Hughes notes about 7,000 bicycles exist with 4,500 in regular use, and licensing applies to those not in storage. Registration is at the police station garage daily 11 am to 7 pm except Saturdays 9 am to 6 pm.
Dr Frank C Jordan 75 a noted astronomer and director at Allegheny Observatory and his wife Harriet 72 died in a North Side Pittsburgh house fire Saturday night. Jordan reportedly perished fighting flames from a gas furnace in the basement.
The House Naval Affairs Committee approved authorizations to fund fortifications on bases acquired from Britain and to extend air bases across the Pacific toward Japan and Australia. Admiral Stark explained U S naval needs as Vinson urged rapid passage of Roosevelt’s 898 million expansion plan, with 8.1 million for Tutuila Samoa and 4.7 million for Guam harbor improvements.
Washington reports secret plans to raise income taxes surtaxes and inheritance taxes by 23 percent to generate about 3 billion dollars in new annual revenue. Morgenthau favors higher rates to yield 12 billion, funding two thirds of 1941 42 expenses. leaders expect lease lend funding to 7 billion with debt limit at 65 billion.
Officials said Saturday a campaign will start immediately to tap savings of children, housewives and workers for a large share of the 9 billion dollars needed in the next year to finance the defense program. The plan hinges on final congressional approval of raising the federal debt limit to 65 billion dollars. The drive may feature postal savings stamps, savings certificates, baby bonds, a new 40 year bond and intermittent sales of Treasury notes and bills.
