Slow Jumpstart delays frustrate Cedar Rapids homeowners and contractors
In northwest Cedar Rapids, Recovery Center director Steve Schmitz notes delays in the 676 owner occupied homes aided by volunteers. Jumpstart payments and inspections cause weeks to months of downtime, constraining budgets and schedules for contractors like Jay Prater of Contractor Services of Iowa LLC who repaired about 20 flood damaged homes. Ananda Adams-Zmolek says funding steps and federal lead paint rules slow final payments though efforts aim to speed checks after inspections. The program has processed 2,541 applications for housing aid and 1,020 business aid projects funded by a 15 million dollar split from state and federal sources.
