House plan would trim farm loan rates and aid small business

The measure seeks a 3 percent write-down to push down farm loans to about 8.5 percent from 13.5 percent with a bank agreement. The House committee extends buy-downs to agriculture related small businesses if funds remain after July 1, with farmers prioritized. A $4,000 per farmer cap was rejected to avoid aiding only large operators. Proponents say the goal is to stabilize farm land values and the economy, while opponents warn against subsidizing big operators.
