Independence sought by quadriplegic Ken Kendall
Ken Kendall a 27 year old quadriplegic from Waterloo fights to move from Harmony House to independent living. He filed a civil rights complaint against Iowa with the federal Office for Civil Rights arguing the state violated the least restrictive environment mandate. Kendall seeks to use over 7000 dollars a month in funding for independent living rather than nursing home care and notes his case follows the 1999 Supreme Court ruling. Officials would not comment on the investigation.
