Palo woman charged with excessive child care at home
Shannon K. Cardis 43 of Palo faces a simple misdemeanor for having nine children in her unlicensed caregiver home on Jan. 29. Prosecutors say she exceeded Iowa limits for unlicensed providers and had been warned five days earlier. Cardis intends to plead guilty.
