Washington The House began a four hour discussion of the revised farm bill after adopting a special rule by 186 to 99 that bars amendments and objections to individual provisions. President Roosevelt urged approval as Democrats and Republicans argued over the McNary Boileau provision and dairy interests warned of wider dairy expansion.
The American Farm Bureau Federation voiced full support for the conference report on the new farm bill in a letter to all House members. It acknowledged certain weaknesses but endorsed the overall measure.
Mayors of Chicago Detroit Cleveland St. Louis and others asked President Roosevelt for a $400 million deficiency Works Progress Administration appropriation. SAN FRANCISCO UP Al Capone former Chicago gangster suffered a mental collapse at Alcatraz penitentiary and will be transferred to a federal institution for treatment the San Francisco News said Tuesday. Capone reportedly became berserk kicking convicts spitting at others spending hours making and unmaking his bed and sitting dejectedly with a bewildered look Occasionally he bursts into arias from Italian operas Dr Edward Twitchell a San Francisco psychiatrist studied Capone condition but declined further comment.
Washington AP reports Rep. McFarlane of Texas labeled the House committee tax revisions as the Wall Street version. He criticized the plan as unsatisfactory to liberals and noted expected modifications to excess profits and capital gains taxes within weeks. He urged transparency from the revenue department to determine small business needs.
Washington sources report the new tax measure revising undistributed profits and capital gains taxes may be ready for introduction in the House this week. Committee chairman Doughton of the Ways and Means panel said Tuesday.

Laverne Lemmon 27 of 1622 Johnson Ave NW, superintendent at the Searles dairy, was seriously burned about 9 am Tuesday when steam blew from a sewer outlet at the plant. A boilerhead of steam was released near a manhole cover, blowing it off and enveloping Lemmon in steam. He suffered first and second degree burns to the chest back abdomen face and arms and was taken to Mercy hospital.
In Shelbyville Kentucky on Tuesday murder charges against Dr E Garr for the death of Brig Gen Henry H Denhardt last Sept 20 were dismissed. Attorney General Hubert H Meredith mov ed for dismissal saying conviction was impossible. Garrs brothers Roy and Jack were acquitted earlier on self defense claims. Denhardt, a Kentucky military and political figure, was shot on a Shelbyville street on the eve of his second trial for killing Mrs Verna Garr Taylor, Garrs fiancee and sister.
Eleven dollars in cash vanished from the McKinley School library during a break in Monday night. Offices of the junior and senior high principals and the cafeteria were entered and candy bars were taken from the cafe. Janitor R. S. Adams found the break at 7 28 am after entry via a window and tampered door catches. A separate break in at Sunshine Food Market on First Avenue East Tuesday morning saw $2 stolen and a slice of round steak lift. LeRoy Victorine reported the early incident at 7 06 am as glass barred rear entry was breached. the police car noted the glass intact at 5 am on patrol.
Canadian Press reports Charles W. Bell a noted criminal lawyer author and playwright and former member of parliament died at his Hamilton home early Tuesday at age 61.
Secretary of State Cordell Hull told the Senate in writing that the United States has no alliance with any foreign power nor any agreement on the use of American naval forces. The letter answered no to three questions from Sen. Hiram Johnson, prompting indefinite postponement of the resolution and underscoring rising tensions over foreign affairs and defense policy.
