The Home Rule Charter Commission votes to create a part-time nine-member City Council with five ward seats and four at large seats, replacing the current full-time mayor and four at-large commissioners. The change would apply to Cedar Rapids.
The Cedar Rapids commission leans toward a city manager and part time mayor. A non binding straw poll last night favored city manager with part time mayor by a 2 to 1 margin. The big vote on government form will be debated next week.
University of Iowa guard Pierre Pierce, expelled from the Hawkeyes, blames press coverage for his dismissal and weighs appealing the decision while an investigation into possible assault charges continues. Attorneys dispute his relationship claim with Tiffany Whitsell.
Initial partial returns from Iraq’s national elections show the United Iraqi Alliance, backed by Shiite clergy and Grand Ayatollah Ali al-Sistani, leading with about 1.1 million of 1.6 million counted. Sunni insurgents killed at least 30, including three U.S. Marines and Iraqi recruits, as voting centers opened nationwide.
Deputy Defense Secretary Paul Wolfowitz announced a U.S. force drawdown in Iraq of about 15 000 personnel, reducing total to roughly 135 000. The cuts affect three Army and Marine brigades and 1500 airborne soldiers on four month tours.

Cedar Rapids restaurant Diner on First at 836 First Ave NE will ban smoking from February 14, marking the biggest change in its 30 plus year history. Owner Phillip Pankey notes the transition follows prior name changes and ownership shifts.
In Cedar Iowa and surrounding counties Linn and Johnson about 140 Linn County and 180 Johnson County eateries have adopted smoke-free dining. Owners choose air quality and business benefits without awaiting state mandates as chains lead the trend. Kim Lansing of CAFE Linn County notes many are chain restaurants.
The Senate voted 60 to 36 to confirm Alberto Gonzales as the nation’s first Hispanic attorney general. He was sworn in by Vice President Cheney after confirmation hearings amid Democratic criticism of policies on detainee treatment. Grassley supported the nomination while Harkin opposed.
