Cedar Rapids police, led by Det. Kenneth Millsap, announce a new Iowa Crime Code provision that treats bad checks as theft. With ten days to pay after a certified notice, officers may arrest for insufficient funds or no account and pursue court action. Police urge merchants to demand IDs and report forgery or no account checks immediately.
