Culver Praises Senate Vote Against B-1 Proposals
Senator Culver said he was very pleased by the Senate that rejected a House move to build fifth and sixth B-1 bomber prototypes by a 58-37 vote. He argued that spending 1.44 billion dollars for two token aircraft made no military or economic sense and urged the House to back the Senate position. Four B-1s exist, and President Carter had halted the program in favor of cruise missiles. On this date in 1977 West Germany approved delivery of 625 million dollars in arms to Indonesia and Turkey.

Iowa seeks reform for antiquated Fort Madison and Anamosa pens
An Iowa Crime Commission draft Master Plan finds the Iowa State Penitentiary at Fort Madison and the Iowa Men's Reformatory at Anamosa are outdated, undersized for housing and programs, with inmate populations rising over the next five years. The plan urges unitization into smaller living units, focus on medium security, and possible new prisons in Des Moines or near Omaha/Council Bluffs. It notes current system is overstocked with maximum security space and calls for cost effective housing.
