President Nixon plans to ask Congress to raise the portion of medical bills paid by the aged and needy under Medicare and Medicaid. The move aims to save about 844 million dollars in the next fiscal year, with roughly half from beneficiaries. Details evolve as legislation is prepared, with 400 million in Medicare savings from higher patient contributions and 100 million in Medicaid from charges on about 7 million of 19 million beneficiaries.
Washington AP The U S Postal Service plans to raise nearly all postage classes including 2 cent first class and 1 cent airmail increases. Rates would begin in May with a two-thirds rise for magazines and a one-third lift for bulk mail. First class stamps rise to eight cents, air mail to 11. Postcard rates move from five to seven cents.

Robert Ray announced the promotion of Donald Gene Briggs 36 of West Des Moines to director of revenue succeeding William Forst Briggs has been deputy director since 1969 and his appointment was effective Monday Briggs noted he started work early on his first day while standing beside the governor Forst the department's first director since 1967 resigned to become Virginia tax commissioner and, in praising Briggs, Gov Ray said the promotion keeps leadership inside state government.
Cedar Rapids Community School District four new elementary schools face roof construction problems after routine inspection. Architect Carl Bock says some roof truss joints are not assembled correctly and may use lower grade wood than specifications. Temporary supports were placed under library beams as a precaution with no danger to occupants.
The Senate Finance Committee approved John Connally as treasury secretary after questioning his $750,000 executor fees from Sid Richardson's estate. He testified the payments stretched 11 years with tax considerations, saying he could have claimed more but chose less. The panel voted 11 to 0 with two abstentions and sent the nomination to the full Senate.
Defense Secretary Laird denied American ground troops in Laos and refused to discuss allied Laos operations. Reports of South Vietnamese forces using U.S. helicopters to strike in Laos drew mixed commentary from Kosygin and U.S. officials. CBS cited a plan involving 25,000 South Vietnamese and 9,000 Americans in South Vietnam, while Laos officials and French President Pompidou voiced concern over the widening Indo China conflict.
Iowa posted a 1970 average temperature of 48.5 degrees, 0.4 below normal, with January at 9.5 degrees below the 20.4 norm. Record cold occurred in January and February 1936, while 1970 saw notable dryness in February and a wet October. State climatologist Paul Waite cites interior land and arctic proximity as drivers of Iowa’s stronger cooling relative to global trends.
South English, Iowa. Harold E. Birky 20, Navy Fireman, died in Vietnam near Ben Tre City from a gunshot wound in an enemy encounter. Born March 7, 1950 in Kali spel Montana, he was a 1968 Muscatine High School graduate and enlisted in May 1969. Survived by parents Roy and Mrs. Birky, a sister and a brother, services pending at Powell Funeral Home.
