The Cedar Rapids building safety department issued seven permits in January with a total valuation of 660,141. The high total stems from a 553,000 permit for a Kmart on Easton Collins Road NE. One more commercial permit plus five single family dwellings made up the rest, while 66 remodels and additions permits totaled 302,275 in value.

Sandra, a Oelwein high school sophomore, remains in custody of her attorney as murder charges loom. Mrs. Hughson, formerly Audrey LaVonne Humphrey, lived with the girl in northeast Oelwein after her husband Howard died two years ago. The Hughsons, formerly of Cedar Rapids, had resided in Oelwein for 17 years. Mrs. Hughson is survived by her daughter, a brother Carroll Humphrey, and two sisters, Mrs Yale Uridil and Mrs Paul Morrison, all of Cedar Rapids, with another sister in California. Funeral arrangements are pending at Janeba Kuba funeral home in Cedar Rapids.

James L Moore aged about 60s died Sunday after a long illness. A Cedar Rapids resident for five years he spent most of his life in Oklahoma. He was a retired furniture store manager and buyer. Survived by wife Irene and two daughters Jennie Lee Moore Olga Moore both of Oklahoma City and a brother Henry Moore Shawnee Oklahoma. Services 1:30 p.m. Tuesday at Turner Chapel East by Dr Glenn McMichael. Burial Cedar Memorial Cemetery. Friends may call until 1 p.m. Tuesday. Casket will not be opened after the service. Memorials may be sent to a charity of choice.

About 1,500 Cedar Rapids homes and businesses lost electricity for nearly 30 minutes on Monday afternoon as temperatures hovered near zero. Officials cited a likely cable failure at the Collins substation south of Blairs Ferry road, with power restored by 12:37 p.m. Local areas affected included Cold Stream avenue NE Center Point road NE Collins road NE and Thirty fifth street NE.

Terry L. Kerr, 20, of 627 Fifth Avenue SE, was arrested Sunday on a warrant charging him with contributing to the delinquency of a minor. Kerr is linked to an October 1969 incident involving a 15 year old girl and is held in the city jail pending arraignment.
Washington AP reports the federal LEAA will provide 30 million dollars to U S cities over five months to fund crime control efforts. Atty Gen Mitchell cites a 10 million crime control fund for 112 cities plus a 20 million program for broader criminal justice improvements. Grants range up to 250 000 for large cities and 150 000 for others with various programs planned.

The resolution argues state funds cannot support the project given a projected June 30 1971 unencumbered balance under $2 million.
The minimum wage increased 15 cents on Monday, lifting 2.1 million workers from $1.30 to $1.45 per hour. A processing error had listed $1.54. The rise applies to smaller retailers, service jobs, laundries, dry cleaners, hotels, restaurants, schools, and many non federal hospitals and nursing homes, with another 15 cent hike set for February 1, 1971.
