In Iowa, banking, credit unions and insurance groups gave nearly $750,000 to legislative campaigns last year. Lobbyists say contributions open doors, while insurers offer credible information to lawmakers on industry impact and costs to consumers.
Iowa lawmakers debate limits on individual donations for House and Senate candidates and statewide offices with proposed caps of 500 to 1,000 dollars for individuals and 1,500 to 30,000 dollars for parties and organizations. Supporters cite money in politics, while opponents warn of unintended consequences.
The Iowa State Education Association PAC donated 370000 to Democratic legislative campaigns in 2008, with 150000 to Senate Leader Mike Gronstal and about 90000 to House Speaker Pat Murphy. ISEA says the contributions educate members on political impact on classrooms, with no dues funding PAC activities. Critics call ISEA influenced by the Democratic Party.
Des Moines report notes Money & Politics Iowa ceased five years ago due to funding loss and no full time watchdog has filled the gap. Joan Lucas, a former staffer, says the goal of a searchable database for political contributions proved hard to achieve. The Iowa Ethics and Campaign Disclosure Board has since added a limited database online.
