Lower interest fails to help construction in November
The Dodge Division reports a 10 percent drop in new building contracts in November as higher interest rates and budget cuts erode the industry. The Dodge index sank to 142 from 157, with total November construction at 9.7 billion dollars and year to date 136.9 billion. Housing led the decline, while office and industrial construction rose 10 percent. Non building contracts fell 22 percent to 1.6 billion.

OSHA shifts blame on multi employer sites to subcontractors
OSHA changes policy to cite the subcontractor who commits the violation rather than the general contractor on multi employer worksites. Assistant Secretary Thorne Auchter says the revised rule clarifies accountability by targeting the employer most responsible and able to correct the hazard while stressing that the basic rule of holding each employer responsible for their own employees remains unchanged.
