Iowa IDEQ seeks power to review building plans for pollution control
Des Moines Iowa. The Iowa department of environmental quality will ask the 1974 legislature for authority to review construction plans of facilities that may indirectly cause air pollution. The bill would require submission of plans for airports shopping centers sports arenas parking lots and recreation areas for permit action. The program would cost 43700 and permit fees would fund the effort. IDEQ director Kenneth Karch says the measure treats environmental protection as a management process and brings local governments into review. EPA pressure and court decisions spur the move and Iowa would use federal guidelines flexibly to protect soil and air without halting growth.
