Burns Proposes Shock Therapy To Curb Outlay
TORONTO AP Chairman Arthur Burns of the Federal Reserve Board urged “shock therapy” to curb inflationary growth in U.S. federal spending, proposing a near term freeze for one or two years. He said a tax increase would be a poor substitute for stricter expenditure controls and called for major reforms in budget procedures in both the executive branch and Congress. He also advocated continuing wage price controls to prevent inflation and sought a mechanism to vary investment credits to moderate business cycles.
