Local advocates and affected residents voiced frustration as they await possible legislative changes from the GOP-led Legislature and Gov. Branstad’s stance on potential fixes.
Iowa senator Grassley joins 15 colleagues in warning Putin that the broad new law restricting American adoption of Russian children would deprive thousands of orphans of family ties. A spokesman said Russia accounted for 10 percent of U S foreign adoptions in 2011, down from 28 percent in 1999, while all countries can travel to the United States. The comments outline changes in international adoption patterns and policy.
