Judge voids part of Iowa home rule law conflicting with amendment
A Polk County judge ruled sections of Iowa’s 1972 home rule act void as unconstitutional, finding the repeal of 21 chapters conflicts with the 1968 constitutional amendment that grants cities broader home rule powers. The ruling challenges city financing, annexation rules, and state oversight of budgets and revenue bonds.
